An Independent Educational Evaluation (IEE) provides a second opinion on a child’s educational assessment. Under the Individuals with Disabilities Education Act (IDEA), parents have the right to request an IEE at public expense (at no cost to the parent) if a parent DISAGREES with the school’s evaluation.
Key Points About an IEE:
- Requested in Writing: Parents must submit a WRITTEN REQUEST stating their disagreement with the school’s evaluation.
- Qualified Independent Evaluator: The IEE must be conducted by a qualified professional who is not employed by the school district
- One IEE Per Evaluation: Parents are entitled to one IEE each time they disagree with the school’s evaluation.
- Different from a Re-Evaluation: A re-evaluation is conducted by the school, while an IEE is conducted by an independent evaluator (outside provider) chosen by the parent.

RE: Individual Educational Evaluation (IEE) at Public Expense
Dear [Name of Principal, School Psychologist, or Special Education Teacher],
My [SON/DAUGHTER], [STUDENT’S NAME], is in the [_] grade at [SCHOOL NAME], in [TEACHER’S NAME] class. [HE/SHE] was evaluated for special education services in [month/year]. I am requesting an Independent Educational Evaluation at public expense for the following reasons:
- I disagree with the evaluation results because [provide specific reasons, (e.g., insufficient testing, evaluation missed specific areas, conflicting test results)].
I understand that the school must pay for the independent evaluation unless it can prove in a due process hearing that its assessment is comprehensive and appropriate. Please inform me in writing within 15 days whether you intend to honor my request or to request a hearing on the issue.
I am in the process of choosing a qualified provider to conduct the evaluation. As soon as I choose the provider, I will contact you to arrange payment for this service.
It is also my understanding that the evaluator will forward the evaluation report to you since the school is paying for it, and that you will schedule an IEP Team meeting to discuss the results. The new evaluation must be considered in any future IEP decisions for [STUDENT NAME].
Please let me know the next steps and any additional information or forms needed to proceed with this request. If you have any questions, I can be reached by email at [EMAIL ADDRESS]. Thank you for your attention to this matter.
Sincerely,
[PARENT’S NAME]
